(Add) What reason, and which email or WG to ask about changeset comment rate limit

Problem

After making 3 comments (2 to same user in different changeset), further commenting is rejected with "Rate limit exceeded" (worse than yesterday or earlier). There's no further info explaining this.

Description

I can only find #5701

1. Want to know who is responsible for moderating changeset comment
2. Suggest making the error message more detailed eg Rate limit exceeded. You may be restricted for making too many comments, or reports from other users. Please email Some Working Group (some@openstreetmap.org) if you think this is a mistake.

It doesn't help there's no comment edit functionality. One must add new comment for further commenting.

I'm not sure we really want/need to encourage more communication from the the people that tend to get reported... We are usually well aware of their issues already.

Thanks for your report @Kovoschiz . I don't plan to make any changes to the rate limit message, based on the comment from @tomhughes who also has insight into how the DWG handles things.

I think in the majority of cases, the OSMF WGs would prefer that the rate-limited person simply waits a while, rather than encouraging the affected person to give the WG even more work to do by contacting them. I emphasise: "in the majority of cases", I don't mean this applies to your personal situation.

I'm happy to reconsider this in the future, if it turns out to be a more common problem.
