Integrate OTC networking APIs to allow Kubernetes to query VPC, subnet, and routing information.
Scope
- Retrieve subnet CIDRs
- Retrieve VPC metadata
- Support multi-AZ / multi-subnet setups
- Cache networking metadata

- Networking client implemented under /pkg/network
- Subnet and VPC discovery works
- Unit tests for networking client
