Make it easier to run lychee locally #15

Apply the changes from open-telemetry/opentelemetry-java-instrumentation#14155
Only populate lychee.toml file with configuration properties that were used in the github workflow.
Only add comments to the lychee.toml file which were present in the github workflow. Don't add any extra comments in the lychee.toml file.
Don't update the CONTRIBUTING.md file.
