Make it easier to run lychee locally #19

Apply the changes from open-telemetry/opentelemetry-java-instrumentation#14155
Only populate lychee.toml file with configuration properties that were used in the github workflow.
Don't include any comments in the lychee.toml file which weren't present in the github workflow.
Don't update the CONTRIBUTING.md file.
