机器人会对含有中文的 新提的PR标题、issue标题、讨论内容 新增一条英文翻译，方便英文用户查看、使用
缺点：
1、无法翻译PR内容、issue内容；
2、新增记录可能会打扰用户
结论：
合入，如果效果不行再撤销
