Consider location of OpenTofu RFCs

Currently, RFCs for this organization are all added to the OpenTofu repository.

Should we have RFC infrastructure in it's own repository or have RFCs in each OpenTofu repository?

My own personal thoughts are that the vast majority of RFC worthy proposals in this org directly touch or are impacted by decisions in the opentofu repository and is a convenient location to have those discussions.

We had some discussion about this question while discussing the proposal for "RFC Tracking Issues", which I tried to summarize in Moving RFCs and their tracking issues into a separate repository.

I'm linking it just because it discusses one reason why having RFCs and their tracking issues in a separate repository could be helpful eventually: it means we could have different access permissions on the RFC repository than on the main opentofu repository, in a hypothetical future where there's enough going on that we might want to delegate running certain projects to folks outside of the maintainer team. I expect we're still a long way off from that, though!
