Add DEVELOPMENT.md to every supervised repository

This is dependent on the determination of supervised repositories, see #23

Every repository whose contributions are supervised should have its own DEVELOPMENT.md file, detailing specific development details particular to that project. This may involve separating portions of existing CONTRIBUTING.md files into parts involving contribution and parts involving development. These guides should be available on any supervised repository, including repositories that may not have code contributions, like org or brand-artifacts.
