Delete existing realtime data for trip when receiving Siri ET update with monitored=false #7363

At the moment, setting the monitored flag in a EstimatedVehicleJourney to false leads to the update being rejected with an error. Instead, we would like to delete all existing realtime data for that trip.
Goal / high level use-case
Sometimes the data providers send bad realtime data and we would like the option to delete that data from the system. Sending another trip update with monitored=false should lead to OTP disregarding all previously sent realtime data and only using scheduled data for that trip.
This behavior would be according to the VDV454 documentation of the PrognoseMoeglich field, the German translation of the Siri format and the monitored field.
