[Feature Request]: Support bfloat16 JaggedReduce, etc.

I've noticed that many JaggedTensor operations don't currently support the bfloat16 data type. 
Do you have any plans to add support for the bfloat16 data type? Using bfloat16 is often a good choice for deep learning training.
