Update workflows and environments for PyTorch 2.11

Now that PyTorch 2.11 is released and considered the stable PyTorch release, we should target the v0.5.0 release to upgrade our PyTorch version to 2.11.0 across our workflows and environment support. Additionally, we should look at conforming our list of CUDA architectures we build for to match the PyTorch list: https://github.com/pytorch/pytorch/blob/main/RELEASE.md#release-compatibility-matrix

We also need to get pytorch 2.11 builds of torch scatter and torchsparse to make the tests work. Alternatively it'd be great to accomplish #53 #34
