[Feature Request] To support TranslateGemma

TranslateGemma is a suite of open-source translation models built on the Gemma 3, allowing a smaller model to outperform much larger general-purpose models in linguistic precision.

Since OpenVINO GenAI already supports Gemma 3, I tried to run TranslateGemma using the OpenVINO GenAI VLM pipeline. However, I encountered a chat_template validation issue.

I eventually implemented a workaround to resolve this. All my work has been updated to my repo https://github.com/luke-lin-vmc/translategemma-openvino. The detail of the workaround can be found here.

Hope this can help the team to support TranslateGemma officially in next release.
