[TRANSFORMATIONS] Refactor SDPAFusion transformation (#32229)

### Details:
- Refactor the SDPAFusion transformation to improve the modularity and
the reusage of the code. A lot of code is shared between
SDPAFusionMatcher and SDPAFusionMatcherSinks. Improve the modularity to
avoid code duplication and encapsulate the functionality into separate
functions.
