[bug] Skip WHOIS & Estimated Location on deactivated devices

Describe the bug
It seems that the WHOIS and Estimated Location features are triggering also on deactivated devices, this is wrong.

Steps To Reproduce
Steps to reproduce the behavior:

1. Register a device
2. Deactivate it, remove the WHOIS and Estimated Location data
3. Restart the agent
4. WHOIS and Estimated Location appears again

Expected behavior
WHOIS and Estimated Location should not fire.

Hi, I’d like to work on this issue.

From the description, it seems that WHOIS and Estimated Location updates are triggered even when a device is deactivated, so a guard check should be added to skip these operations for inactive devices.
Since this issue depends on #1315 (the separation of openwisp_controller.geo from openwisp_controller.config), I’ll wait for that change to be merged before starting the fix so the implementation matches the updated structure.
