Add issue autoassignment and PR management bots #756
Description
This issue tracks the addition of GitHub Actions workflows to:
- Auto-assign issues when users request assignment
- Manage PR-issue linking and automatic issue assignment based on linked PRs
- Handle PR reopening and reassignment to the author
- Manage stale PRs and automatically unassign issues
These workflows will use the Python scripts in openwisp/openwisp-utils.
