[Feature request] Check & provide refreshed patches for packages

While looking at CI/CD in the main repository and the packages repository, I see that in the main repo, there is check related to Kernel patches (refresh, validate, upload). The same thing is for sure needed for packages.

I think the main reason is that doing so requires you to build tools first as its done via the refresh step which requires all tools to be present and that takes quite a while even for the kernel patches, let alone if we were to run it per package.

Maybe we can reuse some SDK container or so that has tools
