edit: upon re-running configure with clang:

checking whether CONFIG_MODULES is defined... no
configure: error: 
         This kernel does not include the required loadable module support!

Does fedora rawhide not have CONFIG_MODULES=y?

I ended up building my own kernel with linux v6.3 since i plan on making my own distro anyway.
