[epic] Combine operator-controller and catalogd into a single repo

There are lots of reasons that we've discovered recently for combining operator-controller and catalogd. There is some initial consensus to put them in the same repository.

@camilamacedo86 We should probably double check that all of the requirements in #1156 are completed before we close this.
Specifically, things like ensuring this is in package v1_test to make it consistent with this.

I would suggest that we remove #1156 from this epic and then we can close this epic. This epic (except #1156) seems like a duplicate of #1335 which is already closed.
