Reorganize the Kustomize Config Directory and Create Manifests

Reorganize the kustomize config directory as described in the RFC. All the feature-gated overlays will be moved to components. Feature gates and other parts of the configuration will be combined to reduce the number of “options” that we have. The goal is to update the manifests so that multiple manifests are available, but to do so in a way that allows the release and install process to remain uninterrupted.
