Automate Release Announcements

During the Open Steering Committee meeting on Wednesday November 1st we discussed ways to better share our successes with the community and how this can be time consuming. As a way to decrease the amount of manual effort required to announce when we have created new releases we thought it would be a good idea to use GoReleaser's announce feature which has support for SMTP and Slack.

Some open questions:

• What Google Groups do we want to send announcement emails to?
• Do we want to include announcements to Slack channels? If so, which channels? How do we get a Slack app added to these channels?
• What email should be used to send announcement email?

This issue is more of a discussion format until more details are ironed out, so if a discussion is more appropriate please feel free to convert it to one.

This issue has had no interactions since on Nov 1, 2023, Is that sill a requirement?

We have the Operator Framework Group, why would we need to have another?

Do we want to include announcements to Slack channels? If so, which channels? How do we get a Slack app added to these channels?

We have been using olm-dev
Do we need a new channel now?
Can we not keep it as it is and in the future if we a new venue be required then we revisit it?

In this way, I think we could close this one as not planned and if a requirement arise in the future we can revisit accordingly?
