fix(amazonq): enable agentic mode (aws#7199)

## Problem
In [this
PR](https://github.com/aws/language-servers/pull/1172/files#diff-3ef0f209f2cb39ae2f8b1c622f885a33cbf797f1882dfb4b22fb4cb17bcf901aR381)
they're going to add a config setting for indicating we're in agentic
mode

## Solution
always enable it so we see the agentic UI
