bug: Check stuck in in progress state for proposed change #6244

Current Behavior
Within my proposed change some checks are stuck in "in progress" state even tho underlaying operation completed in success. This prevents me from merging anything to main.
Expected Behavior
When all operation are completed the "check" should be either errored or completed.
Steps to Reproduce
Used the retry button
Additional Information
- For every retry it's either "artifact" or "user check" that is impacted by this issue
