Security: Remove SourceClear workflow (replaced by Arnica) (#441)
Remove source_clear_cron.yml workflow as vulnerability scanning
is now handled by Arnica instead of SourceClear/Veracode.
This resolves the CWE-506 Embedded Malicious Code alert by
eliminating the curl | bash pattern entirely.
