@wbonekamp the standard approach for creating a theme is to access Theme Management from within Oqtane, select the Create option, and it will scaffold a fully functional Theme project which you can customize however you want. Basically you would include all of your custom HTML markup in Default.razor (ensuring that you also include Oqtane components such as Login, UserProfile, ControlPanel, Pane, etc... to enable the standard functionality).
