This pull request adds a new subproject under:

ai/generative-ai-service/hr-goal-alignment/

The project includes an AI-based HR assistant to support:

• Goal alignment
• Self-assessments
• Manager–employee meeting preparation
• Course recommendations

• Python source files under files/
• README.md with the full Oracle disclaimer
• LICENSE.txt (Universal Permissive License 1.0)
• .gitignore scoped to this project

Notes

• No global or shared files were modified
• All changes are contained within the project folder
• Some CI checks may fail because they expect README and LICENSE at the repo root
