Feature: New report GPU usage by team with associates costs for OKE deployments

Issue Type: New Feature

Description: Customer need a way to report what internal team is using what GPUs and associated costs in a hourly basis. A report that will allow customers to set a price per GPU type on the lens portal. Also attach a grafana board associated to the billing where customers can choose a k8s job/workloads and it automatically calculates all nodes + GPUs associated with attached costs coming.
