Fine-grained access control for policies #168

Is your feature request related to a problem? Please describe.
At the moment only super-admin and tenant-admin have access to policy functionality. Anubis supports fine-grained access control where a resource owner can define security policies for their own data. Should regular users be able to take advantage of the policy definition and manipulation functionality already available to super users?

Maybe the answer to the above question is yes. But I'm parking this issue here for consideration and further brainstorming.
