Paginate for Repository

I have array of data and set query with Repository, but I can't set Pagination for this.
I can't set data to DB, data comes from api and depend login user.

 public function query(): iterable
    {
       ...        
            foreach ($users as $user) {
                $data[] = new Repository(['name' => $user, 'reason' => 'bla bla]);
           }

        return [
            'block_user' => $data
        ];
    }

Before return data, I added this code and it's resolve

$collection = collect($data);
           $page = LengthAwarePaginator::resolveCurrentPage();
           $perPage = 10;
           $paginate = new LengthAwarePaginator(
               $collection->forPage($page, $perPage),
               $collection->count(),
               $perPage,
               $page,
               ['path' => url('admin/block_user')]
           );
           $data = $paginate ;
