AI agent workflow: environment bootstrap and fast/full validation for ADAMANT Node

I updated the AI-agent documentation for the ADAMANT Node based on practical verification in the local development environment.

Related PR: Adamant-im/adamant#165

What was added:

• Two-level validation policy for AI contributors: fast validation by default, full validation for critical changes.
• Explicit environment bootstrap checklist for PostgreSQL, Redis, and testnet startup.
• Concrete health checks before running tests (pg_isready, redis-cli ping).
• Practical fallback guidance for current ESLint/tooling drift in this legacy codebase.
• Clarification that this repository currently has no Prettier workflow and relies on ESLint.

Why this matters:

• Improves repeatability of AI-assisted work.
• Reduces false negatives caused by missing local services.
• Keeps reliability and consensus safety as the primary quality gate.

I tested the flow end-to-end locally:

• testnet startup confirmed (ADAMANT started, Blockchain ready)
• fast unit suite executed successfully (npm run test:unit:fast)

Proposal:

• Keep this as the baseline AI workflow for the node repo.
• If this is useful, I can prepare a short org-level checklist template for other ADAMANT repositories.

Feedback is welcome, especially from maintainers who regularly review node PRs.
