You should be familiar with C/C++,
Starting from the documentation and try some sample, following the readme, you should be able to compile and intstall the acap to camera and see the result:

You should focus for detecting the red light. This should not be an hard problem, you need to define an ROI where the traffic light would be, Inspect the pixels to determine its color. When you have this. You could combine it with axis object analytics. Axis object analytics would detect the "car cross line". So for outline: Start from axevent examples to subscribe to axis object analytics events (you need to create a tripwire scenario) when car cross the line, you can start by grabbing a snapshot from VDO. And inspect the ROI for color. Afterwards you start by optimize it with an frame provider.
