Using API to create action rule, Recipient not showing/creating

I am using API calls to create an Action Rule that sends a TCP notification. The Action Rule is created successfully, however the recipient is shown as the recipient as "Custom" in the WebGUI. No recipients appear under System > Events > Recipients in the web interface, and none are returned when calling GetRecipientConfigurations via the API.

Am I missing a step?

Check the template for recipient, You need add recipient first AddRecipientConfiguration, it will list under the camera web GUI - recipient, then send your call 1 and call 2. It should work.
