Adding new users to axis cameras.

Hello all. I have a general question. I have a lot of AXIS P3225-V Mk II Network Camera Firmware version 8.40.1.1 Web version 3.6.5.32 cameras on my system. I am going through them to add 2 users in each camera. The default and one other. It seems to be working fine on most of the cameras. But i have some where i log into the camera, add the new user, (it shows saved new user after creating it), then i close my web browser and reopen it. I try to log in with the new user and it won't log in. So i log in with the root username and go to users and there is only one account. The new user account i made is not being saved. I am at a lost. Any ideas?

I didn't meet this issue.

I will suggest to use Axis device manger to batch configure the cameras, including add/update user.
