Should Setups be scheduled between jobs of the same recipe (when using the seamless scheduler)?

Investigating some funny behaviours when using the SeamlessScheduler, I struggled with the following question:

Who and how do we decide if a setup is to be scheduled between jobs?

• Setups are skipped, if the scheduler schedules neighbours in the job list together, see here
• The SeamlessSchedueler does not move jobs in the job list at all, hence even jobs with the same recipe can get a setup between them.
• The documentation of the SeamlessScheduler states, that it is intended for assembly lines that should not be cleared between different orders, but only have a single running job (inserting parts) while an unlimited number of jobs might still be completing within the machine. The machine is cleared however when waiting on a setup.

My question is, what is the intended behaviour here (for the SeamlessScheduler and the JobManager)?
