If you meant the RustaceansKenya project...

RustaceansKenya is a project that aims to :

1. Organize virtual and physical events in Kenya concerning Rust.
2. Make and Provide Rust resources ( eg books, tutorials, tools )
3. Act as a place for Rustaceans to have discussions/interactions with each other concerning Rust itself, career_prospects, collaborations...( we have channels on telegram and whatsapp)

The above goals are community driven as follows:

Events

1. Anyone can submit proposals on topics that they want to put-across in talks (events).
2. RustaceansKenya in partnership with willing partners will then facilitate the events (both virtual and physical)

Providing resources

Anyone is free to create and contribute to tutorials/books/projects within the organization. This is yet to gain momentum.

You can check out this driver-development book in the meantime, it is meant to teach low-level programming among folks.
