403 error when I try to generate new links

Something is clearly not configured properly.

The problem you describe is similar to the top Frequent Issue, but slightly different because of the error code (403 instead of 404). It looks like short URLs are actually getting redirected to the YOURLS root at /shortlinks, which returns 403 Forbidden by design in the default configuration. (YOURLS does not ship with an index page in its root.)

Double check your .htaccess to be sure it follows the YOURLS in a subdirectory pattern. If in doubt, share your .htaccess and (after censoring passwords) your user/config.php here for further troubleshooting, along with basic details of your server (OS, Apache version, PHP version).
