in i session job ccsid=65535, can view the characters with file ccsid=37 or 937.

If the job is CCSID(65535) this means "no CCSID" or "binary" data, so no conversion is performed. It should be the CCSID you use for your system--if that too is 65535, then you need to plan a move to whatever your CCSID should be.
There is also a "Default Job CCSID when SYSVAL(QCCSID)=65535" that you can set to 37, 437, 937, whatever and that should be used by the server job that CODE4i is using.
If the job description does not have these attributes or they too are *SYSVAL or 65535, you're not going to get a fix for your issue.
