NAV_306116 Failed to start the Debug Service

If you are seeing NAV_306116 Failed to start the Debug Service when attempting to start the Debug Service from IBM i Navigator for i then examine the QDBGSRV joblog. You might see this message:

Message . . . . : Attempt to use permanent system object QDBGSRV without
authority.
Cause . . . . . : You tried to use the permanent system object QDBGSRV

The root cause is that user profile QDBGSRV does not have authority to itself.
DSPOBJAUT OBJ(QSYS/QDBGSRV) OBJTYPE(*USRPRF) will show QDBGSRV is either missing or other attributes have been tempered with.
The shipped defaults are:
