Add Discussion Tab to Organization

GitHub allows organizations to designate a single repository for the Organization's Discussion tab. To allow for people to quickly look for discussions about this project, recommending that the Discussion tab is enabled on the organization and just pointed to the existing concourse/concourse discussion tab.

See the image below as an example (Org Settings -> Code, Planning, and Automation -> Discussions):

Below the screenshot in the settings tab allows you to specify the single repo.
