Version 1.13.0 is released

Description

In this version, the initial support for User Management is delivered. You can find more information in docs: https://github.com/db-operator/db-operator/blob/main/docs/usermanagement.md

We've made some fields of Database CR immutable, if your manifests are rejected by the validation webhook, please have a look here: Make field that should not be changed, immutable by webhook | #32

We've also fixed some bugs and done some minor improvements, updated the documentations, improved CI, and cleaned up a project a bit.
