Partition and Bootloader updates over OTA

Describe your core improvement

• Options in the python CLI to control OTA partition layout
• Options in ther python CLI to over OTA perform a "factory reset" completely rebuilding the partition layout

Current limitations

Support for updating the bootloader and paretition tables is necessary for cross flashing ESPHome to COTS devices (often via Tasmota)

Technical benefits

esphome/esphome#5535 demonstrates that there is a need for this. Someone with knowledge of the ESPHome bootloader and CLI just needs to work on this. With the amount of changes before this was introduced it might be best to do a re-implementation.
