Allow adding resources without specifying a site to allow for tunnel-less connectivity.

Could we get the possibility to add a resource without linking it to a site? For cases when either the connectivity is already handled by normal routing or if someone was to use tailscale / ipsec / something else entirely.

Or the possibility to add a site with the method set to "native / local routing" or something similar.

Support for this was added in 1.0.0-beta.5.

You can now create a "Local" site without the need for tunneling.
