Shortened Relative Timestamps

Describe the enhancement

It would be great if the timestamps last_changed / last_updated states were shortened for better visability and readability on the fronted.

I believe it's possible via templating using Petro's 'easy-time-jinja', but it would be nice if this was integrated to the core/frontend.

Potential implementation would be to make it as an state translation via settings UI in the frontend, instead of being system wide/core implementation to prevent any breaking changes.

Use cases

For states on the dashboard, and maybe other areas, just like other home automation dashboards.
