Cinnamon Panel Icon Move button in right mouse click

It would be very helpful if when left clicking on an Icon in the panel (only when pinned) if we had a move button. I think it would be the most logical way to move icons. The move button would allow that one single icon to be moved to any location, and once there its stuck until the move is selected again for any icon.
It is quite frustrating when trying to move the icons right now, they do not always stick whether in panel edit mode or not (I guess the UI is not certain if you are trying to move).

IIRC it was Vera when I was able to put my icons in the order I preferred and they stuck there for years. Later I upgraded to Victoria and at some point my Icons were no longer sticking properly. Eventually it frustrated me so much I did a clean install to Xia which I am on now. The icons are still not really staying where I want them, the LM start icon will often flip over to the right hand side.
