The problem with not having this present in compatibility mode, is that, if it is actually needed, you can't even switch to virtual consoles to troubleshoot, they're just all blank.
I strongly feel Mint should support ALL boot environments out of the box, and cater to everyone, even those without special Linux knowledge... just to give them the best chance to get up and running, no matter what hardware they're booting.... I mean, it's hard enough to figure out that you need to 32-bit image, for a really old machine... and with nomodeset chances are it'll still run great.
Only circumstance I can think of why it wouldn't be a good default, would be if it actually broke the boot on some systems. Does it actually? If it doesn't I'm happy to do the PR.
If it does... I'm happy to research alternative options... maybe a 3rd compatibility option? Or a way to pre-emptively detect whether it'd be necessary or not...
The annoying part is - on some systems I've tried, the boot messages come up just fine when you press Ctrl+Alt+Delete... but I can't seem to get a console login, and X just gets stuck on a cursor (I left it for an hour!)
