Add kinetic/inertial scrolling to [email protected]

It is very useful for touch/trackpad users to have inertial scrolling implemented in long lists and menus. Since libinput leaves this up to the programs, I think this would be the right place to ask for it. Other apps in Cinnamon have this functionality (most system apps, nemo, etc.)
