Cinnamon floating panel options (like in KDE) possible? Creating it as a Plank Reloaded comparable?

What I miss in Cinnamon is the option to make a (flashy launcher) panel, with options like 'floating' and other options to create a cool dock, instead of always having to choose something external, like Plank Reloaded, which is working really cool!
in KDE I think one has the ability to create a 'dock subsitute' without (always) needing the use of external apps...
