Add the ability for Keyboard shortcuts to be the same independent of keyboard layout

I use a different the workman keyboard layout when typing, but it isn't always practical to use workman and sometimes I need to use qwerty for specific apps. The problem is that when changing layouts, all my shortcuts also change to fit the layout instead of using the main layout, messing up muscle memory.

It would be very useful to have the ability to make keyboard shortcuts based off of the main keyboard layout instead of the currently used one. For example, if my main layout was qwerty and I pressed super + w, changing my layout to workman and pressing super + d would produce the same result, as the physical keys are in the same spot.

I usually use sxhkd to make shortcuts independent of the keyboard layout, but it can be annoying to integrate into cinnamon.
