Applet to create a second bottom panel please

Good Morning,

It's a privilege to have a forum to present ideas to the brilliant coders in the Linux community. Thank you for this.

I would like to request a simple applet for a 2nd bottom panel bar. Here is a picture of what I would like with edit panel mode on. The green is just to bring attention to the panel in question. I would please wish for the panel to be able to be transparentized by other applets.
