Restore windows on same monitor (and workspace)

1. I open Oracle Virtual Box
2. I move that to Workspace 2
3. I restar tthe PC
4. I login
5. I start Oracle Vritual Box

Expected behavior: Oracle Virtual Box is shown in Workspace 2

Actual behavior: Oracle Virtual Box is shown in Workspace 1

Similar for restoring on the correct monitor. I seems that newly created windows are created on the monitor the most right, but not on the last monitor used.
