file manager Odd behavior

Nemo..
folder proberties, Permissions, make a change..
Appy those new settings.
There will now be a hidden window, UNDER permissions window, which shows progress of applying these new setiings.
This progress window is the weird thing. I feel that it should be ON TOP of the other windows.
In my case there were so many files to apply the new permissions that I thought nemo had frozen. For 30 seconds I did not see that progress window. In fact I am unable to bring that progress window to top. It is moveable but still shown under the properties window.
