My question is how long would it take to build an in-house design guideline and fork the gtk version you are using , so everything can be controlled by Linux mint.
I know doing that would mean the whole application suit would need to be rewritten to fit that design guidelines..

The user are probably not designer and can't actually make a good UI...
You should make a design guidelines for the cinnamon default theme and application..

1. for unity and making a standard (it looks cheap)

2. To brand cinnamon and mint.(This will increase the range of audience and rememberbility) also it will add love..
   It shapes an identity

3.beauty supplements form. A user will get angry at an ugly error message than a beautiful one..(reducing frustrations)

4.Will set standards for the whole Linux distros and there uncare to UI/UX and design.
